That's how many shares were available at that price at that given time. When it goes through multiply orders it's cause there wasn't enough to fill it all at once. Having it set as all or none sometimes hinder the chances of it being filled if it's a large order.

Thinking the trading market is set up for efficiency is dangerous to our financial healths. The way shares are bought and sold are set up to maximize profit for some while extracting the most from others.

So if I wanted to buy 24,000 shares it would probably take a while to fill and a 100+ individual transactions. Since there is minimal inventory of big blocks. I guess the shares are coming from small retail shares getting out?
Any thoughts ?

Big blocks are broken up into small blocks for various reasons (and none of those reasons are for our benefit... ). When 5 million shares trade per day picking up a few 10000 is not a big problem. Getting the best possible price is though.
