Russell maintains several indices, so MNKD may well have been in one of the others when it had a higher share price. So while Russell is adding MNKD to its micro-cap index, it may be dropping it from its small-cap index(es). That would not be good news.

This article is about the Russell 2000, which consists of "Small Cap" stocks, not microcaps, which have lower market caps. It's better to be a small cap than a microcap. Agreed. But my point was that some institutions / investors follow Russell's various indices and try to invest in advance accordingly. The article was about the 2000, but the same thing is done for others.

well, since schwab has for the longest time rated MNKD as an "F" stock, i'd say that's progress.

Were we ever in the small cap index and then dropped.. what date was that? Are the shares now owned by the Russell microcap index now shortable?

It depends on the policy of the fund not the index but typically yes they are shortable. Tracker funds cover some of their costs by loaning out shares they hold against indices.
