What does it mean if Institutions and Mutual Funds together own 53% of shares?
(ie, does the fact that they own over half the shares imply any control issues or buying/shorting patterns?)

No control issues if the ownership is distributed throughout 240+ institutions and mutual funds assuming one (or a few) entities do not own a significant portion of these.
Shorting issues are another story, but there's not much you can do to combat the market makers.

Also no control issue if the Mann Group, Deerfield and other partnering affiliates have a sizable piece of the institutional portion.

Clement, mytakeonit charges $20 for just about anything. 5 cents is pricing your advice at a steep discount. Are you trying to underbid and take away market share?

Help ! How does it work , I always thought institutions could not buy under 5.00 per share / how are they able to accumulate. Or is it not being able to for individuals client accounts.

Tutes rarely provide analyst coverage but they do buy <$5 stock, usually for their small cap funds.
