How did the FDA become so empowered?

Unfortunately, most government bodies, let alone officeholders, seek more and more power, via regulation and larger budgets....much to the chagrin of the public.   How scary is the EPA?,  IRS?   Can you imagine trying to build Hoover dam, the transcontinental railroad, the interstate highway system, etc. or most any other large project in the US nowadays, would never happen...
