One is the "Vice President - HR" position mentioned above. I haven't looked at this page in a while. I found it interesting that half of the positions, including the position posted today, list Valencia as the location. I thought that facility was going to be for sale?

A sale with lease option is not unheard of. A lot of companies needing immediate cash do it to squeeze operating capital out of their real assets.

LinkedIn shows Diane Palumbo as the Corporate Vice President of HR at MannKind in LA. Maybe she's left.

Yes Diane Palumbo left over a year ago. They are likely just now filling the position because they now have more cash and the need with hiring of new reps that will be Mnkd he's and not temp/contract ee's.
